There is a big deal of medical directories, different associations, societies and et cetera registered all over the world which are competing in helping to find the best place for treatment oversees and promoting particular countries, hospitals and providers.</p>
<p>The problem is that such helpers have as a rule no legal obligations, and approaches used are not always convincible, appropriate and efficient.<span id="more-1573"></span></p>
<p>It remains a big challenge for medical traveler to find a trusted source for reliable online health information about the right destination for medical care including evidence-based medical information, quality reports, certification or accreditation, mortality data, infection rates, performance data and to protect himself from misleading health information.</p>
<p>Recognizing that European citizens are avid consumers of health related information on the Internet and recognizing that the difficulties by evaluating of medical information available, the European Council at Feira on June 19-20 2000 supported an initiative within eEurope 2002 and as a result <strong>Quality Criteria for Health Related Websites </strong>were developed in widespread consultation with representatives of private and public eHealth websites and information providers, other industrial representatives, public officials, and representatives of government departments, international organizations, and non-governmental organizations.</p>
<p>These criteria consist of 6 major points and should be applied in addition to relevant Community law:</p>
<ul>
<li>Transparency and Honesty</li>
<li>Authority</li>
<li>Privacy and data protection</li>
<li>Updating of information</li>
<li>Accountability</li>
<li>Accessibility</li>
</ul>
<p>Health On the Net Foundation from Swiss /www.hon.ch/, one of most respected not-for-profit portals to medical information on the Internet, established its <strong>code of ethical conduct which is based on </strong>Quality Criteria for Health Related Websites of the European Council.</p>
<p><strong> </strong></p>
<p><strong>We recognize the HONcode as a</strong> minimal requirement for any health related websites and websites dealing with medical tourism as well. Any patient looking for medical care abroad is advised to check the present of the <strong>the HONcode on the website of provider or facilitator of health services. It is the start but not enough for choosing a right destination.</strong></p>
<p>That is why the Institute for Cross-Border Health Care (Homepage: www.meditravel-plus.com) established guidelines with the aim to help international health travelers to choose a right destination for medical travel and to assist individuals in making more informed health and healthcare decisions. These guidelines can be consistently used by international health travelers planning medical travel abroad.</p>
<p><strong>Institute for Cross-Border Health Care guidelines on general principles of destination evaluation for medical care:</strong></p>
<p><strong> </strong></p>
<p>1. Not rely on advertising but critically analyze and check statistics, medical data bases and not at the least use your own common sense.</p>
<p>2. Be aware of the fact that some destinations have not only price advantages but of course some disadvantages as well. The quality of overseas hospitals and providers remains the most important and controversial issue.</p>
<p>3. Be sure that a destination where you are going to medical treatment is able to fulfill and satisfy all requirements needed according to US and EU standards to health care.</p>
<p>4. Pay attention at the provision of healthcare, life expectancy and maternal mortality ratio according to Mortality Country Fact Sheet of WHO (World Health Organization) within the country advertising itself as an attractive destination for medical travel.</p>
<p>5. Be aware of possibility of outbreak of pandemic as a result of poor hygiene conditions over the inhabitants</p>
<p>6. Consult health care data of a country in question and try to understand, whether or not it is worthy to go there and whether the services of the local medical provider could be trusted of. For more information it could be useful for medical tourists to visit the website of WHO: <a href="http://www.who.int/countries," target="_blank">www.who.int/countries,</a> which is available now in 6 international languages: Arabic, Chinese, English, French, Russian, Spanish.</p>
<p>7. Pay attention at the fact which total expenditure on health as % of Gross Domestic Product a destination country has and try to learn whether the destination country is able to provide health care for its own citizens, including doctors and medical stuff of the hospitals.</p>
<p>8. Try to learn whether legal procedures, law medical standards comply with US and European law</p>
<p>9. Be informed of responsibility for clinical oversight with the country of treatment and check legal status of providers</p>
<p>10. Be certain that the transfer of your medical records to and from facilities outside your home country is consistent with USA and EU guidelines and local follow-up care could be coordinated</p>
<p>11. Be informed of your rights and legal recourse, complaint proceduresin the case of undesirable outcomes prior to agreeing to travel outside your country for medical care</p>
<p>12. Be certain that you could resort to the legal process and obtain remedies in case of complication and should anything go wrong. So you can avoid an increased risk and uncalculated spending</p>
<p>13. Inform yourself about general agenda as domestic security, terrorism and political instability</p>
<p>14. Inform yourself about the prevalence of the corruption in Public and Other Institutions, which could infect local hospitals and health care in general. <p>16. Try to understand that a variety of different factors could result that the price you pay for affordable and chip surgery would be in the end very big. And it is not only about the money. In our globalized world it is difficult sometimes to compete well with chip prices. But chip medical services could always be not good nor has a good quality.</p>
<p>17. Be aware about differences in nutritional habits, religious practices, family interactions and other customs</p>
<p>18. Be informed aware of standards of clinical excellence, pre and post operative care, levels of English spoken and medical training, cultural and language barriers</p>

Unfortunately many never even make it past the first week in this business. Mainly the failure is due to the poor quality of the submitted photos which fails to impress the stock photo sites.</p>
<p>Many amateur photographers are unaware of the power of photo editing software and that this is a tool many professional photographers use to have their photos end up perfect every time. To make their photos professional quality many people use photo editing software such as Adobe Elements 8. If you are interested in what Elements can do for you and your photos please read on and I will tell you how you can take your photos and make them a money making commodity. <span id="more-1567"></span></p>
<p>Once you have finished taking your photo you can begin the process of photo editing. When you begin this process I recommend that you create a new layer after you have opened your photo inside Elements. This is important as you will be making any editing on the new layer and not on your original photo and in the end will make your job much simpler. You can adjust the brightness and darkness of your photo using brightness and contrast tools. You can also play with the color scheme by using various brushes. Brush options include the paint, spray and air brush. I recommend you practice until you achieve your desired effect (this is the reason for layers).</p>
<p>After choosing the brush you will also want to decide on which stroke and brush size you want to use. A quick hint: once you choose the brush tool from the menu press your right bracket key on your keyboard to increase its size and the left bracket key to decrease its size. You can skip this step by simply selecting the sample size option to maintain the consistent size of the brush. Now you want to decide how dark you want to your brush strokes to be.</p>
<p>The opacity tool gives you the freedom to increase or decrease the darkness to improve the clarity of the picture. There is a slider at the bottom of the opacity tool which allows you to increase or decrease the color intensity of your paint brush from 0% to 100%. Elements has a variety of color schemes and you can play around until you find which will work best for you. Experiment with your colors in different layers and then keep only the layer you are satisfied with.</p>
<p>Once you have figured out all that Adobe Elements 8 has to offer you may want to consider purchasing the professional version called Photoshop CS4. What you need to dominate this software primarily are Adobe Elements 8 tutorials, and there are none other better than David Peters step by step video tutorials that will even help a complete newbie conquer any version of Adobe Elements in under 2 hours.</p>

			<content:encoded><![CDATA[<p>The British newspaper <em>The Independent </em>reports that Britain’s National Health Service could save millions if the Department of Health considered utilizing medical tourism. “Thousands of patients waiting for operations such as hip replacements and hernia repairs could be treated more cheaply and quickly if the Government set up formal agreements” with medical tourism destinations, the report says.</p>
<p>Currently, the publicly-funded health service provides healthcare to all residents free 0f charge, but there has been criticism surrounding the wait times for many elective procedures. The <em>Independent </em>article argues that these wait times could be reduced through medical tourism, while saving a significant amount of money.</p>
<p>“At least £120m could be saved,” says the article, “if NHS patients currently waiting for just five different operations went to India, with a companion, for treatment in an accredited hospital, according to health economists’ calculations.” India is one of many medical tourism destinations, many of which provide a quality of healthcare equal to or better than that in Britain, say experts.</p>
<p>Hundreds of thousands of people are already taking advantage of medical tourism on their own. Britons make up a large portion of medical tourists, as do uninsured Americans who cannot afford the high cost of many medical treatments in the United States. “The estimated number of medical tourists worldwide each year ranges from four million to 617 million,” says the <em>Independent</em>.</p>
<p>In the coming years, many expect that governments around the world will start to consider medical tourism as a solution to rising medical costs and wait lists. Developing countries such as India, Thailand, and Mexico, as well as highly-developed countries such as Singapore and Taiwan can provide many medical procedures for a fraction of the cost in Britain and the United States. As populations continue to age in western countries, many expect medical tourism to experience tremendous growth.</p>

<p>A total hip replacement also called a hip arthroplasty- is an advanced surgical procedure that re-structures the hip joint region. Under this procedure the head of the femur (the bone that extends from the hip to the knee) is removed along with the surface layer of the socket in the pelvis (the two large bones that rest on the lower limbs and support the spinal column). The head of the femur bone, which is situated within the pelvis socket, is replaced with a metal ball and stem. This stem fits into the shaft of the femur. This socket is then replaced with a plastic or a metal and plastic cup. Hip replacement is indicated where conservative management has failed.</p>
<p>The surgical procedure: At the time of surgery, once the hip joint is exposed, the head and neck of the femur are removed. The shaft of the femur is then adjusted to accept the metal component consisting of the head, neck, and stem. After fixing the plastic cup the ball and socket are then replaced into normal position. Both of these implants can be fastened into the bone with or without using the special cement.</p>
<p>Cemented procedure : The cemented procedure utilizes a doughy substance mixed at the time of surgery that is introduced between the artificial component and the bone. This type of fixation in total hips remains the gold standard and is the method of choice for many surgeons. Depending upon their health and bone density, people over the age of 60 will receive this type of joint fixation.</p>
<p>Noncemented procedure: Despite its common use, not all individuals are candidates for a cemented hip. Studies show that young active adults tend to loosen their artificial components prematurely. The current trend therefore, is to use an artificial joint covered with a material that allows bone tissue to grow into the metal. A tight bond of scar tissue if formed, which anchors the metal to the bone. This is called a cementless total hip replacement. Patients with symptoms of dizziness or lightheadedness, with or without a loss of consciousness (fainting), suspected to be associated with a drop in blood pressure or positional tachycardia are good candidates for this test.</p>
<p><strong><span style="text-decoration: underline;">Preparations</span></strong><strong></strong></p>
<p>Before actually taking the Tilt Table Test, the patient may be instructed to fast for a period before the test will take place, and to stop taking any medications. On the day of the tilt table test, a patient may be monitored using an electrocardiogram (ECG) while lying down. Some facilities insert an intravenous line in case the patient needs to be given medication quickly; however, this may influence the results of the test and may only be indicated in particular circumstances. More recently, most investigators monitor cerebral perfusion using mean flow velocity recording with transcranial doppler ultrasound in supine horizontal position, during and after head-up tilt. An 18 MHz ultrasound transducer is placed on the temporal bone above the cheekbone, using a head gear to hold the probe in place.<span id="more-936"></span></p>
<p><strong><span style="text-decoration: underline;">Procedure</span></strong><strong></strong></p>
<p>A tilt table test can be done in different ways and be modified for individual circumstances. In some cases, the patient will be strapped to a tilt table lying flat and then tilted or suspended completely or almost completely upright (as if standing). Most of the time, a patient is suspended at an angle of sixty to eighty degrees. Sometimes, the patient will be given a drug, such as Glyceryl trinitrate or isoproterenol, to create further susceptibility to the test. In all cases, the patient is instructed not to move. Symptoms, blood pressure, pulse, electrocardiogram, and sometimes blood oxygen saturation are recorded. The test ends when the patient faints or has other significant symptoms, at which time he or she is given medical attention, or after a set period of time (usually from 20 to 45 minutes, depending on the facility or individualized protocol).</p>
<p><strong><span style="text-decoration: underline;">Diagnostic symptoms</span></strong><strong></strong></p>
<p>A tilt table test is considered positive if the patient experiences symptoms associated with a drop in blood pressure or cardiac arrhythmia. A normal person&#8217;s blood pressure will not drop dramatically while standing, because the body will compensate for this posture with a slight increase in heart rate and constriction of the blood vessels in the legs. If this process does not function normally in the patient, the test could provoke signs and symptoms ranging from minor lightheadedness to a very severe cardiac episode, depending on the person. A common side effect during tilt table testing is a feeling of heaviness and warmth in the lower extremities. This is due to blood pooling in the legs and, to onlookers, the patient&#8217;s lower extremities may appear blotchy, pink, or red. Dizziness or lightheadedness are also likely to occur in susceptible patients. Tilt table testing could provoke fainting or syncope. In fact, this is the purpose of the test. It may not be appropriate, or indeed even possible, to stop the test before this occurs, as the drop in blood pressure or pulse rate associated with fainting can come on in seconds. This is why the patient&#8217;s blood pressure and ECG should be continuously monitored during the test. In extreme cases, tilt table testing could provoke seizures, or even cause the heart to stop. The heart resumes beating normally upon being returned to a flat or head-down position. If at any time in tilt table testing a patient loses consciousness, he or she will be returned to a supine or head down position and will be given immediate medical attention, which could include being given fluids or perhaps atropine or adrenaline.</p>
